10% attack and hp boost with Summoner Appreciation Week .......and LOL

I'm not sure if this has been posted yet, I did find a post from last year about this and was wondering if it's still applicable.

With the 10% boost on champs, I decided to run another path in LOL only to find out that my 4/55 SL with over 2k attack is encountering the short enrage timer with the SL fight. Is this a bug or is this boost only applicable to other content within the game?

Ur base attack has to be 2k u are under by a few the 10% boost don't apply to base attack

Boosts and masteries don't count.
Only synergies do
