Halls of healing hard quest chests

I would like to know that hard quest in halls of healing 4* chests giving me level 1 health potion is that intentional?

Like all chests, the best rewards aren't guaranteed. Just like getting level 2 iso from a 4* chest.

i got a level 5

but every time i got the same level 1 health potion
