It's closed because they're working on it. The Level 99 doesn't mean anything.

They are locking the current version of md and refunding the cost while they are working on a new version of it and letting you test it out of in the near future.

This information is here on the forum and announced in game, if you actually read both you would know this.

Sorry.
I didn't put the other point, I had MD previously open and had points in it.
I recovered to change some masteries and found that I could not even put the points I just recovered from MD back into it.

Knew the rest. Just thought it was directed to just buying new ranks and not putting point's back into what you already were using.
