unable to join my Alliance quests/wars

i'm Lvl28, i'm in [Hr767Newbeginnings] Alliance for awhile now, i'm still only a Member to the Alliance, and i haven't been able to join any of the AQ/Ws since i joined. Why?
yes, i'm getting Summoner Advancement, Arena Wins, etc. quest rewards from being in this alliance, but i haven't been able to help out w/ AW (if i even can, b/c i have a handful of 4* and, alot of everthing 3 and 2 and, nothing stronger than 4*)
