AW changed from new map to old map?

We need some clarification and just want to find out why.
Last war we were still in the new map (the one without teleport portal), and today when we do placement, it becomes the old version of map, is this normal?
Just happens that we moved up tier from 14 to 13, and changed from Silver1 to Gold3 in war season. We are currently in Intermediate bracket. So we confused by why we are on the old aw map.
So we have a few scenarios in mind, and need somebody to clear our doubt.
1. N tier and up will be on old map
2. Intermediate bracket and up will be on old map
3. Gold3 and up will be on old map
4. Is a bug that affected certain group
5. Is a bug that affected everybody
