Taskmaster's sp2 Armor Break doesn't always trigger

Yes. It doesn't say any chance of triggering HOWEVER in the early days of his released, it will always triggered.
Beside, the wording itself indicating Armor Break debuff will always trigger upon unleashing his sp2.

I know, I know - he is not a popular champion but he is useful and fun to use

The Armor break debuff only places when the opponent has activated a buff.
