Does domino negate fate seal from GR?

I’m just wondering if game team can confirm whether the sp3 of GR is not able to stop domino from building power like it does for other champs, or any experienced player to suggest input please?

    If she is lucky or you are unlucky yeah I think it’s possible. One of the first couple wars after she came out she negated my ability to regen when I was running with blade.

    If she can prevent parry and dexterity, I’m sure she can prevent his L3.
