Magus crystal no drop rate??

Isn’t this against Apple policy. To give a crystal with no clear drop rate? Not seen anyone in my alliance pull more than a 3* yet either

I think that policy refers to things you pay for or get from prizes that were obtained potentially from using money to complete said thing
