The video clearly shows that she evades a basic attack without the concussion. No question about how she functions.

What you could discuss is whether it is working as intended.

The developer's intention may have been to allow her to evade every first hit while charging, with or without a concussion. In which case Quake is working as intended in the video. If, however, this is not intended, she is bugged in that fight. it may very well be bugged in that spidey fight.

If she should auto evade every first hit into her heavy charge, that particular concussion seems superfluous and should, for clarity's sake, just be removed, after which the description can be adjusted.

If she is not supposed to evade without the concussion debuff, she should be fixed.

As for the argument "It doesn't say she can't evade...", that is weak. On Hela it doesn't say he can't evade without a concussion so she should be able to? No. Since auto evade is not a basic attribute of all champions, it should be listed in the ability sheet and the circumstances in which the champ can evade should be described.
