I have both at R4... Medusa is much more useful until you dupe your Namor

I have unduped r4 medusa and unduped r1 6* namor (basically r4) I use namor quite a bit more

Namor only if duped.

Namor hits pretty hard. Unduped only makes him great option for specific nodes and defenders.
