Willpower in Mastery is incorrect

I reset my mastery points for the test, and I have found new evidence to prove that there is something wrong with the willpower.
I found that if I open the ‘liquid courage’, the health recovery rate of ‘willpower’ will decline. Here are my test steps：

1. add 'willpower' 3 points, and in the debuff state, my HAVOK restores 53 points health per hit, I guess about 0.5 seconds per hit, and maximum health of HAVOK is 16721.
2. add 'recoil' 1 point and ‘liquid courage’ 1 point, the maximum health of HAVOK is 16721 still, but now, HAVOK restores only 39 points health per hit.
By the way, ‘liquid courage’ cost 51 points health per hit, 51*2/16721 = 6.1% , it is very close to the description of liquid courage.
And 'willpower' 53 points higher but still have not reached 0.7%, and 39 points, it is only 0.47%.

All poisons reduce healing by 30% which affects willpower. I know it's not specifically mentioned in liquid courage but that's how the game works.

0,723% × 16 sec = 11,6% HP lost

Coagulate 3/3 = 5,7% HP lost

Only DE = 1,25% - 0,805% =

0,445% x 16 sec = 7,1% HP lost

Coagulate 1/3 = 5,1% HP lost

Coagulate 2/3 = 3,1% HP lost

Coagulate 3/3 = 1,1% HP lost
