I am on level 4 now,if i reached level 15 today itself will i be able to send gifts?

It's my second account but i am unable to see gifting option anywhere, please tell me if you know that will j be able to send gifts this season or not.

    No. You need to be lvl 15 before the event started

    It depends on when was the account created. I think they disabled the gifting badge for accounts that were created after 17 of December (or something around there) to avoid exploitation.
