Rank Up Gem Issue

I have 2 regular 3to4 tech rank up gems and only 1 3to4 2015 tech gem. I want to use my 2015 on SL but when I go to the upgrade screen it only shows my 2 regular gems and not my 2015. I tried to use the Use Items button when you just select the champ, but you can't use that gem from there. Does anyone know how I can use my 2015 without HAVING to use my regular gems first? Why would I have to wait to use the other gems if I am ready to use another?
