willpower won't work with degen. nodes or degen. champs

If it says Starburst before degen it won't activate Willpower.

Act 5.1.3 for an example degen. node doesn't trigger it & Fighting cable or Mordo don't give me any regen. while degenerating

Degeneration is usually described as a passive effect and doesn't trigger Willpower. From memory, I think that this varies between Champions and nodes; but often it's a 'Passive' effect, even if it may not say so.
