Is crossbones any good?

My brother pulled Thor Jane Foster, Nightcrawler, and more garbage. Also he pulled a 5* Crossbones, and think he's garbage.
Is he?

He doesn’t compare to the top Skill options but has a lot of unique utility. Good against opponents with annoying defensive abilities or that punish critical hits.

I believe that he's really underrated. Really good damage and relevant specific utility.

He is top 10 best skill champions and is worth rank 4. Maybe not rank 5 but that is preference.
