Namor Regen not working

Anyone finding Namor not regen 3% Health with his specials? He’s healing for like 60/70 health. 6* rank 1 so a bit weird.
Got three mastery point in recovery and I don’t have liquid courage

Anyone else?

The quest was the last epic run of this month’s eq on the aggression and power leak path.

It's like Heimdal synergy, heals 3% of MISSING HEALTH ? (Not of Max Health).
If currently at 50%, he will only heal 1.5%
