Incursion top zone rewards

I have noticed something, when i play sector 6 on incursion i don't get top zone rewards, even if i complete 1-2 zones, even i complete 4-5..
Now i'm tier 2, and on tier 3 i see i had claimed some sector 4 zone rewards, it's because that? only 2 sectors per tournament?

    Yes sir.
    You can claim only top zone bonuses corresponding to two different sectors per month depending on the tier that you're in.

    But isn't tier 2 sectors 2 and 3? So wouldn't he get the rewards?

    Tier 2 is sector 5 and 6, i was tier 3 before unlocking sector 6 top zones, it shows me that I can claim sector 6 rewards but i dont..

    It is plain silly that they use “lower” number based system for TIER #'s, but then “higher” number based system for SECTOR #'s. It should have been setup such that “1” is either highest (or the lowest) for BOTH USAGES (should be the same usage).

    Besides for the other non-intuitive use of the words SECTOR vs ZONE.
    In what dictionary or common language usage is it clearly evident to people what the difference is, or more importantly which one encompasses a larger area filled with several of the other worded regions.
    The usage of the word ROOMS in the old Dungeons was much more self-evident.
