It is how is intended to be.
I answered this in the other post, but the willpower mastery heals based on base HP, while the damage from the debuffs from the masteries are based on modified HP.

That is the intended behaviour ever since both masteries got changed, a couple of years ago.

You can do a search before posting these things. You can get answers that way.

This has been the case ever since the masteries got changed. This is one of the changes actually.
And it had been stated and clarified multiple times already, by both player's and the moderators themselves.

Dude I go by what is in the game description not 3 year old release notes on the interweb. They should either update the description (because it is misleading) or make it consistent.

Sure it should say base health but what do you mean by make it consistent?

@will-o-wisp it wasn’t until 12.0 that they changed WP to heal off of base health instead of boosted health.

They changed it to work on base health to benefit players in war. Imagine a time when heal block was non existent and almost no nulifiers.
Now imagine a buffed up stun immune ultron or wolverine who is also debuff immune. They were impassible walls due to regen based on modified health and the +100% regen node.

As others have already stated, Willpower is based on a Champions base Health and this is an intended part of the design.
