It means who is rating them? Under or over-rated can only be declared if you are judging the opinion of another person or group of people. Now you might say "in the community" but we don't have that kind of sources that polls the whole community on champion usage. So, everyone answering these polls are answering using their narrow experience of either some of their alliance mate or a certain youtuber. Unless Kabam releases data on champion usage, no one can say anything worthwhile on this topic.

I think he is perfectly rated based on the current meta but I still have nothing but respect for him. He 100% variant 3 for me at rank 4 and he is very much usable in some situations. If he can carry at least 100hits like gullie and have a pre-fight where he can select his sp2 elemental effects he will definitely be beyond god-tier.

I can definitely understand anyone who says he is overrated, at the end of the day he can't do much other than big crits, but I can also slightly get why some people might say he is underrated, because they are BIG crits. I think with Star Lord you could come up with a pretty decent argument for all the options
