First off I’d like to thank the incursion crystals for her and bwcv. However I know nothing about her. I have act 5 69 (nice) percent explored haven’t done any act 6 and no variants. Should I rank her to at least 4?

Definitely R4, play her for a while to understand her, and think about R5. That’s where I’m at right now with her 👍🏼
