If it’s for rank up it depends on what you need and where you are
Most useful ones are venom and Mysterio. Doc oc has valuable , utility With basically on command power control and heal block, he’s worth a consideration
Carnage is rly fun

Now if we’re talking about best comic villain for spidey
carnage is so unique and I rly liked absolute carnage. He’s pretty much a character people will love for how simple he is and just the fact that’s he’s pretty cool
Venom has seen quite the incredible character arch to being now an antihero for the most part

Doc oc is very interesting especially when you consider the superior Spider-Man series. He’s more of a brain vs brain aspect when it comes to facing Spider-Man.

I personally like carnage and venom the best but I’d say doc oc is the best one

Like @The_enlightened said: depends what you want them for. Venom is pure brutal damage with a few bits of useful utility; Mysterio and Doc Ock have brilliant utility and decent damage. If you've got champs who can deal a lot of damage, go for Doc Ock or Mysterio. If damage (especially Bleed damage) is lacking on your team (or if Spider-evade champs are giving you a lot of trouble) then go for Venom.

Doc Ock is old, but it's hard to argue with a champ who can permanently Power Lock. Doc Ock can even fight effectively against class advantage - he's brilliant against power gain cosmic champs like Hyperion and Vision Aarkus. Venom at class disadvantage... Not so strong!
