This does NOT include health or damage rating since that would be to general. Is there any ability that would become insanly powerful with just one extra 0.

I read the title wrong. How about, 200% health damage cap? That should cover it.
This would give Diablo a unique aggressive sort of playstyle where you can have very high uptime of the first concoctions you activate, you can refresh them up until the 4th, then you would have to let them expire, but with the increased potency and uptime he could be landing some really solid damage if you choose the attack ones first, when refreshing they would refresh with the increased potency
add 0 to the end of his base attack.

i can see this would make practically any champ immediately amazing.
you would turn anything that was 100 damage per tick into 1000 damage per tick.
or 100 regen per tick to 1000 regen per tick.
Change "striking a shocked opponent has a 21% chance to stun them for 2.10 seconds" to "striking a shocked opponent has a 210% chance to stun them for 2.10 seconds."
Permanently stun everything
