Can you explain to me why Air walker able to use his special 3 even though he only has 1 cosmic charge.??

the "or defending" part.

‘Special Attack 3 can only be used if Air-Walker has 3 Power Cosmic Buffs or is Defending.’

Says right there in his abilities.
