Red Guardian vs. Cap America (IW)

I only have resources to rank up one of them (both are 5R4, Sig 100). Which one would you choose to rank up first?
It seems that both have their own unique utilities (particular Red Guardian who won’t gain buffs in the fight). I am thinking that who will be more suitable to help me to clear 6.2 and then 6.3, 6.4 (I already 100% explored 6.1)

Cap's versatility is hard to beat.

What's particularly special about him once he's Awakened is that you can 'build' his abilities the way you need them:

Need an armour break? Add a cosmic partner.

Need to avoid an armour break (against Dragon Man, or a Redoubled Determination node)? Leave the cosmic guy out.

Need to Petrify Dr Doom, Hyperion or Sasquatch? Add a Tech guy.

Need to reduce Proximity damage from Omega, Aarkus, Mephisto? Add the right science champ.

If you've got Night Thrasher for synergy, Cap can even get a disorientated debuff, to provide AAR, and help him cope with nodes like Masochism.

I'm sure Red Guardian will have his uses; but Cap has uses everywhere in any area of the game.
