Tier 4 is the hardest difficulty with the best rewards, tier 1 is the easiest difficulty with smaller rewards.

I'm not 100% certain but I'm pretty sure that tier 1 is 8k. 2 12k. 3 18k, 4 22k

Tier 1 key is for Heroic difficulty.
