Doctor doom signature not working

I just spent the 4* awakening gem on my doctor doom and the signature ability isn’t working properly. The chance to shock still works but the 20% power isn’t being awarded. Is this a known issue?

You have to nullify a power gain buff and that grants Doom his own power gain buff that gives him 20% of his max power
