Darkhawk for sure isnt a dud, but he needs his synergy with night thrasher to be at full potential, and massively benefits from high sig too, so unless you have a 4* night thrasher that's not visible on the screenshot wait for him before you rank up and awaken. I ranked my 4* up without the synergy and did fine, but the fights are a lot longer without early access to null mode (or stealth for the power gain if awakened). Also a great AW defender when awakened if you care about that.

Edit: Think I misunderstood the poll, he's probably worth r2 if you have a tech AG lying around, but if you don't def wait to awaken him or get night thrasher

if you can get him to sig 80+ i have a awakened darkhawk at sig 20 and his awakened abbility does not help much unless he is high sig
