How good is Doctor OcK ?

I pulled him from the SA calendar and don't know anything about him. Never had him as a 4*
And does he need his sig ability?

He's pretty good.
Probably the best power controller in terms of keeping the opponent from ever reaching a bar throughout the fight.

Cowabunga

He’s good if you need a power controller, but he benefits a lot from awakening. His power lock turns into a power drain/steal which is better in most situations (unless it’s Magik). He also gets a little bit of regen as well.
