Damnation Not Converting to Passive Fury With Ghost

I was doing a lane in 6.4.5, the vivified lane, and I had Ghost, Hood, and Wasp. I ranked GR’s sp3, while phasing, and I came out with damnation. Keep in mind, I was still phasing, and damnation is a damaging debuff. I’m assuming this is a bug? Since it is a damaging debuff it should fall off.

My best guess is because it's not just a damaging debuff. Due to the heal block/ fate seal maybe

That’s a possibility, however it is partially a damaging debuff.
