I think it is. It's super easy to get reliable openings in 5.2.5/6 since you can parry everywhere so all it did was give me more damage output.

every attack has a 8% chance to gain a precision buff for 6 seconds, so every time that precision buff doesn't proc then crit failure.

Iron Fist has such a low chance to get that precision buff that he retriggers critical failure constantly to a low amount of damage. So Iron Fist counters Domino by never succeeding at anything.
