Is 6.3.6 cap iw bugged?

Hi guys, so a member of my alliance told me that the 6.3.6 cap iw fight is bugged.
I'm literally doing the quest now for completion and I'm having doubts.

What is wrong with the fight?

He says that when the kinetic shield is up and it ends all the damage that was stored while the shield was up doesn't detonate once the shield goes down.

I think I might know what's going on here. Destructive Feedback stores damage BUT crit me with your best shot only takes damage from crits. Thus, Destructive Feedback damage isn't a crit, so you can only do damage to him half the time

Oof that sounds like a nightmare.
Well I'll see how hard I get beat just to get an idea of the fight.
