14-day Timer on Black Market ISO Items?

Is anyone else seeing a 14-day timer on nearly all items in the black market ISO shop? I know the featured 5* and the legendary crystal have always been 14 days, but now nearly all the other ones are too. For example, I used to trade in my 4* shards for 5* ones every week now it's only every 2 weeks. The amounts haven't changed either....just the timer.

    Ya they should reduce the timer

    nevermind I'm an idiot it's the limit reset I should be looking at. I guess it's been awhile since I had the sigil...but what's the 14-day count down about? Does that mean they are changing the deal to something else in 2 weeks?
