The compensation was not tiered based on title, it was tiered based on amount of pre-nerf completion. If you 100% explored Act 6 prior to the nerfs, you got more. Coincidentally, those people who did completely explore that long ago are also more likely to be Thronebreakers, but that is irrelevant to how much compensation they received.
