why don't developers create the possibility of live matches in real time between two players? I mean the classic online duel and the associated leaderboard?

A skilled player vs skilled player would take too much time to make a K.O. Could take up to 15 minutes because the intercept and different kind of skills. Both would dance back and forth.

If they even add pvp to this game, a pro player with quake would be untouchable (expect if you have true strike).

It wouldn’t work from a gameplay perspective, gameplay is built on punishing what the opponent does, parry punishing attacks, intercept punishing dash, punishing specials etc, if 2 players who knew what they’re doing faced each other then not a whole lot would happen

It wouldn't work. Firstly, getting real time inputs for two players would be a nightmare. Secondly, how would you bait someone's special. Clearly they wouldn't throw it and it'd be a game of dancing back and forward for half an hour until someone gets bored and rage quits, or the game disconnects you.

I’ll quake a Quaker and it’ll just be a question of attack value and starting health.

A head to head incursion style game mode might be a possibility or like the recent tournament but the way the game is built actual pvp wouldn’t work

I would love for like a one week event of what they did in summoner showdown but actual PVP wouldn't work

Yeah there's two main issues in my mind. One, it would totally depend on the champ you bring. Mordo or hype or quake would dominate. Two, you would never get an opening cause people would never dash in since they know they would be parried or backdrafted

An interesting thing would a Quaker vs Quaker? It would probably just be a matter of who gets the first heavy charge first wouldn't it?

The best PvP a game like this could introduce is something like what they did for Summoner Showdown with a mode for picks and bans on champs/nodes and selecting defenders after. I would actually love to see an improved version of this mode in the game at some point.
