Mole Man True Accuracy Bugged

Although Mole Man's TA passive is proccing at below 10 charges, the true accuracy itself doesn't work. I tested it against both Spider-man and Miles Morales in several duels. Am I wrong to say it seems bugged in its current state? If someone could please go and post a screenshot I'd be very grateful as I cannot presently.
