That was V12. The game is at V30. I'm pretty sure the game's changed since then. Right now, Strange is pretty much unplayable. So even though he was nerfed, they should definitely rethink that.

Dr.Strange definitely need a buff.
He is Master of the mystic arts.He deserves better on this game.
