Apocalypse is great as his debuffs can't be shrugged
But hell shrug everything anyways when he reaches 8.
Pretty sure he can't shrug his own rage stacks
When you reach a total of 8 debuffs, all debuffs are removed an kingpin goes into overpower

Cap IW, NF (ideally starting with his life model decoy) and Hyperion are also good counters. If Kingpin's awakened, of course, you have to fight him as though he's stun-immune.
