Civil Warrior getting armor broken by Magneto

So when Annhilus's rod was getting removed from armor breaks, it was clarified by mods that armor break counts as nullify. Civil Warrior is nullify immune, so why can he be armor broken? I was using Mags, and I don't think AAR counts towards immunities. Is this a bug?

    Yeah it just counts as Nullify for Annihilus but it isn't Nullify
