Well I would say Crossbones sig is only good at high sig since 40% isn't that much for anything useful besides suicides
But then again IDK if Jabari Panther needs it since I have barely seen her, so unless she needs it at a low sig then I would actually go Falcon (Unless you hate Falcon)

Crossbones, Thor, Squirrel Girl and Taskmaster need high sig.
Stealthy and Jabari Panther don't need their sig
Falcon is fine at sig 20. I'd give it to him.
