Can dragon man be ranked in place of a tech champ?

I haven’t got any good tech champs to rank up but I do have 5* dragon man. He’s very much like a tech champ so do you think I could rank him up in place of a tech champ??

He's honestly more tech than mystic anyways, lol. He just feels so tacked onto the mystic class. It's a bit sad, actually, as the tech class could've really used him.

You would not be able to replace him with a mystic champ, he is missing some core utility.
