How good is Cable

I recently pulled him as 5* My Apoc is only 4* so he's just a synergy piece. Is Cable worth ranking up since I can't use him in Act 6?

He needs Apocalypse to be good. If you only have a 4* Apocalypse you aren’t getting any use from him in act 6.
