They don`t need to. Look at the progression from 6.1 to 6.2. There was hardly any increase in rewards there. A couple more shards, a couple more t2a. But not much else.
Eventhou the t3a and t5b are quite low compared to what was gotten in recent offers reward increase in story quest has always come from chapter 3 and especially from chapter 4. I think expectations were set quite too high by the players.

The real payout here is T3A and T6B. You can find T5CC and 6* Shards in the game every month. The former, not so much.

Completion rewards - no increase. I was not even expecting that much of an increase, but not expecting the same rewards. smh. I have no issue with the exploration rewards, even though I don't care about the R4 materials now, I will need them eventually. But, Kabam seems to be think the community values them highly, so, they have given that in the exploration rewards.
