As I see it: 1) it's pretty much cdr - how many % of your basic attack the crit does (so what is affected by cruelty buff)
2) I don't understand the second one. The wording implies it is the same as 1) but it imo means that the incinerates can crit for more damage (that is counted based on cdr, just like in 1) )
So you know the Critical Damage stat on a Champion's stat page?
That percentage is the amount of extra damage that is applied on a critical hit.
Example: If you do 1000 damage with a Medium attack and you have a Critical Damage stat of 125%, you will do an extra 1250 damage for a total yellow number of 2250.
So for Longshot, you take the damage of those moves, and then add the Critical Damage stat on top of it to get the total damage one instance of the effect will cause.
There’s probably a clearer way to say this in a champ profile. I confess I’ve never heard the term “multiplier” used but always assumed Crit Damage % was a bonus damage you got when your Crit Rate % triggered a critical hit.
I still wonder how it interacts with champs that reduce critical damage, like Man-Thing.
His description says "prevent Critical Hits from dealing bonus damage". I don't think incinerate count as "hits", so the incinerate damage should not be reduced. I haven't tested this yet.... so don't count on it.

Thanks @YoMoves and @Kerneas
