Angela vs Flare

Does her sig ability mitigate Flare damage? It refers to damaging debuffs, and there is a debuff icon but I know there’s often a difference with passive debuffs. Someone please give me a clue...

passive debuffs can't be shrugged off or their limit reduced. or else, champs like ghost and angela and kingpin would be absolutely insane on nodes like life transfer or bane

debuffs like this from icarus are not passive, and therefore can be shrugged off or have their damage reduced from things like angela's sig

Thank you. So the timer is the visual queue? If the white border is ticking down then it’s active, and if the circle area is ticking down it is passive?
