Is P2099 in 5* worth investment?

I need some tech power. I got lacking tech class, level up is on and I got tech iso in overflow. Got some tech gems, and I would kinda like to try him, R4 max (for now) through gems

He is easily the most underrated buff so far IMO. He is packed full of utility. He has one of the better/easier forms of power control in the game. His damage is quite good as well!

I just took mine to r4 and he will be going to r5 soon!

Really like the Heavy Stun repeat, strong hitting SP2 and heal, also lowering of combat power.

Not a typical tech champion (power drain/armor up/immunities), but still worth it.

Totally, i have mine at 6* r2 and i might r3 him. He has incredible damage as well as super great power control. With collar tech he also can give them almost 0 power the whole fight.
