Ultron double Regeneration not working?

I thought Ultron function was ability accuracy immune. But in AW, I took a path where the attacker was permanently heal blocked. So Ultron didn't regen when he was brought to 50% health. Am I confused or what? Please help!

From the arena fights, I have seen the ultron in defense heal both at 50% and 25%.

Heal Block is not AAR, if that's what you're asking.

Hey there, Heal Block doesn't doesn't affect ability accuracy, but does prevent a target from healing.
