Bishop's Chronal Anchor synergy bugged?

I'm playing around with my 5*r3 bishop. is the Psylocke synergy bugged or do I not understand the text? When I throw a special within a second after the opponent fills a bar a power, they are still gaining power. Thanks!

Petrify does not affect the power gained from being struck. It affects the power gained from stuff like power gain buffs and the spite node.

Why is that the debuff works with ability power rate, while the mastery works with combat?
