Since I've noticed the increase since the last couple of updates I guess it's not a bug. But it certainly is an issue, at least for me.
In any case, it has become so annoying how many times a defender survives a combination or a special attack with that last 1% of health. And ofc a lot of times s/he afterwards has a special attack ready thanks to all the hit s/he has taken.
To me it's pretty obvious that a lot of times my attacking dmg is not pure RnG but actively being computed/reduced so that the defender can hit back one last time and therefor make it more likely for me to lose health.
