Why don’t cheating alliances get docked Rating?

The last war of season 28 we fought [name removed as per forum rules] and they won on Fight Time but were subsequently docked for cheating.
This loss caused us to drop to #51 in war rating so we will start next season with Tier 2 points yet they will start with Tier 1 points.
How is this fair?!? You need to also dock war rating by at least 150 points and this will be both fair and serve as a deterrent to others

If Kabam have docked them, they have been found to have breached the terms and conditions, and thus cheated.
How is it fair to be able to keep war rating (which was gained from non honest means)?
For example, if ASR dropped from T1 to T3, there wouldn't be a team in T3 that would beat them. It's like an instant loss for those teams.
It used to happen and the alliances complained. So it was changed.
What do you tell them? That their sacrifice wasn't in vain?
To me that makes more sense than docking rating points, which creates more innocent victims of the cheating alliance. This way, no one else has to pay for their penalty.
