Is There any Punishment for not Completing a Set of Objectives?

So Kabam has confirmed that you only need to complete one set of Objectives (any difficulty) in order to unlock all of the Side Quest things Next Month.

@Kabam Miike I would like to know if there is any Punishment or Penalty for not Completing a Certain Difficulty’s Objectives. Essentially If I complete Heroic Objectives Only, will I miss out on anything for the Next Month?

No. That's what they mean by one set will give access to next month.

Every objective you don't complete makes your screen 5% darker so it's a little harder to see the screen.

Yes , you will be back to proven and you have to start from Act 1 again.

Here's the comment from Miike confirming that you won't miss out on anything next month if you only do one objective.

In fact, all you'll miss out is the rewards for the incomplete objectives this month.
